Jeffrey Culver

Jeffrey Culver is a security executive with 36 years of experience in government and international organizations.  He served as the World Bank Group's (WBG) Chief Security Officer from 2011 to 2022 and directed a team of 150 professionals to advance and maintain security operations for the conduct of WBG business and development efforts worldwide. Jeffrey also advised the WBG Senior Leadership Team on security management for the safety of more than 20,000 WBG staff in Washington, DC and international offices. 

 

Prior to joining WBG in 2011, Jeffrey served in the U.S. Department of State Bureau of Diplomatic Security as Principal Deputy Assistant Secretary (PDAS) / Minister Counselor from 2009-2011. He worked jointly with the U.S. Secretary of State and embassy officials to forward security initiatives for the sustainment of U.S government operations in 194 countries and manage reciprocity and immunity issues for foreign diplomats in the United States. Previously, he managed the Department's Anti Terrorism Assistance Program and successively progressed through a number of international postings, leading embassy security efforts in New Delhi, Abu Dhabi, Dar es Salaam, Nairobi and Tel Aviv. 

 

Jeffrey earned a Bachelor of Arts degree in Criminology from the Rochester Institute of Technology.

Patrick Donovan

Pat Donovan served as the chief security officer for Chevron Corporation from 2009 until 2023. As the chief security officer, Pat was responsible for advising senior Chevron leadership on geopolitical and security risks relating to Chevron’s global operations and new ventures. Pat was also responsible for the security and safety of Chevron’s 60,000 employees worldwide. In this role, Pat managed Chevron’s global risk analysis, physical and technical security programs, investigations, threat intelligence, executive protection, security crisis management, and cyber intelligence.

A native of Wisconsin, Pat earned a bachelor's degree from the University of Wisconsin-Milwaukee in political science and international relations in 1983.  Prior to joining Chevron, Pat served 25 years in the U.S. Department of State, where he oversaw the Department’s law enforcement and security programs as principal deputy assistant secretary of State for Diplomatic Security and director of the Diplomatic Security Service. Pat’s overseas assignments included Israel, Nepal, Egypt, and Hungary, as well as foreign policy, budget, international law enforcement training and Congressional affairs roles.

Pat is the recipient of awards including the Secretary of State’s Honor Award, several Senior Foreign Service Performance Awards and Superior Honor Awards. He is the recipient of the Presidential Award for Sustained Superior Performance in the Conduct of Foreign Policy.

William Killea

William Killea brings to Taurus extensive executive-level experience in the fields of defense, intelligence, policy, strategy and planning. He has served in senior leadership roles across a variety of civilian and military assignments, bringing his unique and valuable perspective to help address challenging client situations.

 

Bill grew up overseas as the son of a career Foreign Service Officer, and is a graduate of the U.S. Naval Academy. While on active duty, Bill served as a Naval Flight Officer and Mission Commander in both the S-3 “Viking” and A-6 “Intruder” aircraft. He also attended the Naval Postgraduate School and Defense Language Institute. Following active duty, Bill accepted a reserve commission and completed simultaneous MBA and JD degrees from the University of California. Ultimately retiring as a Captain in the U.S. Navy Reserve, his final military assignment was as reserve Special Assistant and speechwriter to the Chief of Naval Operations.

 

Following completion of graduate school, Bill began work in the investment banking industry in New York City, where he held the title of Director, Institutional Equity Sales at Merrill Lynch, Inc. Following this, Bill worked in private equity in Europe and later was co-head of International Business Development for a major financial services software company.

 

More recently, Bill has been a Strategic Advisor within the Plans, Policy and Strategy Division of the Naval Special Warfare Command in Coronado, CA, working on a variety of complex national security challenges.
